Best practises for complete change of ASP Web forms frontend.

I am mostly backend developer and was given a task to completely change frontend in old ASP Web Forms (4.0 .net) site. I was provided with static files: JavaScript, CSS, HTML, fonts and picture files and custom JS libraries.

While I am familiar with CSS basics and feel confident with JS, the tasks still seems very complicated and overwhelming to me. I am unaware of frontend best practises and even do not know how to approach this.

Can anyone advice what should be done before starting this task? What additional stuff shall be required from frontend developer who provided materials? What is the best approach considering that we already use mix of vanilla JS, JQuery, Bootstrap, old DevExpress libraries?
