Creating Proxy IPs in C#

Hi, I have been working on making a multiplayer mobile game for a while. In order to check for latency I made a testing module that basically spawns mock players on the server. I should say that I maintain a dictionary of connected players keyed by the IP address. I was wondering if its anyway possible to generate proxy IPs in C# so I my testing module better mimics the real world.
