Communicating between two C# programs

I have a Unity project using Mono which is using .Net 3.5 and a Universal Windows class library, they're incompatible to use with each other (I also tried PLC, but it doesn't work either).

My question is I'm going to facilitate the communication between the two programs using a database; how do I exactly do that though? and is there a better way?
