How do I make my server broadcast a update message to clients?

Hello.

I did a lot of googling trying to find an answer, and if I found it I didn't understand what they were talking about. I hope that one of you can explain it a bit better.

Normally my program only checks for updates when it starts by comparing it's version number to the one available on the server. So if the client has already started the program and I send an update out in the middle of the day, they won't know unless they close and reopen the program.

How would I make it so that my server can broadcast a 1 time message that a new update is available to all of clients who currently have the program running? And do this every time I release a new update.

Please explain with as basic terms as possible, as I am still very new to C#. I know this might be more advanced then me, and that's fine, because I want to learn.
