Can you use wifi signals to connect directly to another client without the middleman of internet?

I'm attempting to make a multiplayer minigame arcade here, and ideally I would like for a bunch of people with laptops just get together and have one of them host a server-like thing and have the others connect directly to their client. So pretty much like Local Area Networking but without connecting to the internet at all. Is there a way to do this? (preferably with the .NET framework)
